Starting May 7, 2025, the Real ID will be required to access federal buildings and board domestic flights within the United States. This new identification, issued by the Department of Motor Vehicles (DMV), will replace the conventional ID. However, a significant number of residents in California have not yet applied for their Real ID, largely due to its $39 fee.

In response to this, the state has implemented exemption policies to help individuals access this essential document. The DMV has made provisions for certain individuals to obtain the Real ID at no cost, targeting a specific group of people who wish to acquire the ID.

How to obtain a free Real ID in California: DMV requirements for 2025

The California DMV offers the possibility of obtaining the Real ID for free to a select group of individuals. One of the key requirements is that individuals aged 62 or older can apply for this document without paying the usual $39 fee.

This benefit is aimed at removing barriers for older residents, allowing them to meet federal requirements without incurring additional costs. Since the Real ID is crucial for boarding domestic flights and accessing federal facilities, this exemption helps ensure that more people can obtain it and comply with federal regulations.

How to apply for a Real ID in California

The California DMV recommends initiating the Real ID process online to save time and simplify the procedure. Here are the steps to obtain one:

  1. Gather the required documents: Use the DMV’s interactive checklist to ensure you have the necessary documents, such as your Social Security Number, an official identity document with your birth date and full name (e.g., passport or birth certificate), two separate proof of California residence matching the address on your application, and legal documents for name changes (e.g., marriage or adoption certificates).
  2. Complete the online application: Visit realid.dmv.ca.gov and create an account on MyDMV to upload your documents. You can also choose to do the process in person.
  3. Save the confirmation code: After completing the application, you will receive a code to present at your appointment.
  4. Visit a DMV office: Bring your documents and the confirmation code. Your photo will be taken, and the process will be completed. The entire procedure can take less than 15 minutes if you have all the required documents.

What is the minimum age to apply for a Real ID in the U.S.?

In the United States, you can apply for a Real ID starting at 18 years old, which is the minimum age to obtain this type of ID for federal purposes, such as boarding domestic flights or entering government buildings.

Although some states allow minors to obtain identification cards, the Real ID is designed primarily for adults, in line with the Department of Homeland Security (DHS) guidelines. Therefore, only those who have reached the legal adult age can apply for the Real ID to meet federal program requirements.

Who qualifies for a reduced Real ID fee in California?

In California, the standard Real ID costs $39, but those who meet certain conditions may be eligible for a reduced fee of just $11. To access this reduced rate, applicants must meet income requirements or be enrolled in public assistance programs.

Additionally, they must request the Reduced Fee Identification Card Verification form (DL 937) from a local agency or nonprofit organization and submit it along with their application to the DMV.
