Starting in 2025, Miami-Dade County, Florida, will enforce strict penalties against the resale of appointments for services at the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). The new ordinance sets fines up to $500 and potential jail time for offenders, aiming to improve access to essential services like obtaining or renewing driver's licenses.

This action responds to the growing networks that, using bots and fake accounts, monopolize free appointments and then sell them at inflated prices, especially affecting working families in the county. Miami-Dade tax collector Dariel Fernández emphasized that this measure seeks to protect citizens and restore trust in public institutions.

Penalties for reselling appointments at FLHSMV in Miami-Dade

The ordinance, which was unanimously approved by county commissioners, prohibits the sale, posting, or promotion of appointments for public services without explicit authorization from the Miami-Dade Tax Collector's Office. Penalties include:

  • Fines of up to $500 per violation
  • Possible jail time for repeat offenders
    Commissioner Kevin Marino Cabrera highlighted that the regulation aims to eliminate abusive practices that have led to long lines and wait times at FLHSMV offices. "No one should pay a third party to access basic government services," Cabrera stated.

Changes to FLHSMV Services for 2025

In addition to the penalties, the FLHSMV will implement changes to its service system to improve access:

  • Walk-ins will be allowed for most services
  • Residents can schedule appointments by calling 786-804-4180
  • Driving tests will still require appointments
    These measures aim to reduce reliance on intermediaries and improve the user experience at FLHSMV offices.

Impact of appointment resale on Florida residents

The illegal resale of appointments has significantly impacted Miami-Dade residents. Individuals like Ernest Seaman, a chef who uses a wheelchair, have been unable to complete their transactions due to system congestion. Similarly, Majd Yahya has faced long waits without success in securing an appointment.

The new legislation seeks to eliminate these practices and ensure that all citizens have fair access to FLHSMV services without having to resort to resellers.
