The New Orleans Police Department arrested a 19-year-old man named Evan Rogers after a four-hour standoff related to the shooting event. Rogers is in custody for attempted second-degree murder and illegal use of a weapon. The police also arrested a second suspect, although detectives are not releasing any other information.
